Pro-668: Socket Error 10013 Library

I am getting socket error #10013, access denied on my Library update. How might I correct this so I can down load the Library. Everything else seems to be ok.

Make sure the application is allowed to connect through your windows firewall. 10013 error is typically an access denied either by a firewall program or an anti-virus program.
