Trying to listen to local police scanner. Every now and then I will hear it, and it will act as though someone is talking, but all I hear is what sounds like a helicopter in the background for a few seconds, and can't hear anyone talking.

I'm brand new to scanners, and just picked this one up at a yardsale. Also, this scanner only takes the first 3 digits of the kHz part of the frequency. XXX.18750. So do I just enter XXX.187? Or do I go ahead and enter XXX.18750, and it will record the 50 part, just not show it on the screen?

Where are you located at and what are you trying to listen too? Knowing this will help us so we can give you a good answer. Your scanner is very limited as to its frequency range.

It sounds like you are trying to receive a digital transmission on an analog scanner, not going to happen. Also that scanner was released over 20 years ago, a lot has changed since then.
