No they don't the ASTRO Spectra does, but the analog Spectra does not and it's type acceptance does not include 12.5 emissions (2.5kc deviation)
Plus I am sure we didn't replace over 200 radios because we wanted to.
edit: I just noticed you are in Canada, you guys up north don't have to narrow band, so my comment doesn't apply.

You need to have an AAR control head connected to the cannon connector for the radio to turn on, just hooking up power isn't going to work.
