The FCC has been called many many times in the 40+ year existence of this repeater, and this type of activity. When they find something egregiously illegal and problematic, they act on it. Most of the questionable activity there is borderline, so far as legality is concerned, so it's just not a high priority. But believe me, the FCC is quite aware of the goings on there.
And most Southern California hams are of the opinion that it's relatively harmless, contained there in one place. We freely exercise the frequency control on our radios.
If anyone is interested in the history of this repeater, it's roots go back to the 1960's. Look up Ken Sessions "Chronicles of an FM Channel" that appeared in FM Magazine back in 1968. It's hilarious, and contains the roots of what .435 is today.
We don't have to like it, but we should at least try to understand it. It evolved this way for a reason.

This repeater in Southern California reminds me of a famous repeater 220mhz to be exact in Nashville the owner of the system has been told plenty of times to have himself and his ham buddies to change the attitude they show towards themselves and other ham around the area or distant when the system is linked through out the state. The owner didn't listen and the FCC sent the guy a letter stating the rules he broke while the system in to a HF frequency and being left on and some other rules. A local/distant ham in that area constantly kept keying up repeater system on a different repeater while he was drunk and had a constant break down while he kept drinking. Another ham had his license taken away for disruption and illegal use of the rules of the system.
If people don't want to listen to the guys and ladies on repeater systems and they get out of line then don't listen to change the frequency and live on you can't stop the people who break rules or go over bearing on topics they talk about over the air yes you can tell them to quit the B/S but they won't listen or you can call the FCC yes they have plenty of complaints about the system.
Best thing I can say to you or anyone just let it be it's gonna keep on continuing on and on there's a app that I use some what on a regular basis but not much that has the .435 system as a live feed you can hear every word that is being said between who ever is talking.

My radio has a frequency dial..
I use it.
The FCC won't care until there is enough revenue to be had from enforcement to pay for the officer to go down and sweep the area.
They are far too busy busting tower operators for having their towers licensed 10 feet from where they actually are, and having missed a burned out bulb at 400 Feet.

So is listening to the NUT where less brains and class are evident than two drunken truckers at 2 AM on channel 19. Both are oxymoronic and to the Nth degree. That's whjy I stick to HF and CW/PSK for activitty.

I really like the MO of the machine. OK, from the outside it sounds like a bunch of gibronis having some fun doing that which is verbotten.....To most this causes alarm--and my oh my as dudly do right 'amateurs' we simply must chastize that as we were programmed in some pavlovian domain to do, and then write letters and hide under the bed waiting for the man to come save us all. Whip those monkeys--yeah!! But look through that oversold dogmatic entropy for a moment. The folks behind this machine clearly aren't stupid. and they are having a hell of a good time at it...(that or they are damned good actors portraying a good time out from under a pile of NAL's).
The big question that I gotta ask as I listen and sign in to talk to the gang when I'm in town is this: Does this repeater jeopardize anything? Does it put lives in danger? I guess the pavlovian response is "yes, absolutely, it violates our good nature as upstanding citizens and amateur operators....blah, blah, woof woof" But that's crap. We live in a time when corporations do whatever the hell they want, we are surrounded with dollar store garbage that don't work built by 12 year old kids in the cheapest armpits of the earth, and we are all slowly being taxed, codified, and damn right sold into full on communism by our elected officials. Yeah...the collective is for me! right on babe!
so with that arguement of the 'common good' cast aside, they certainly aren't killing anyone. Let's face it....if you were an FCC field agent or engineer, and you were tasked with either looking into a radar interference problem at LAX or "shutting down those horrible hoodlems on 435", I think you'd pick the part about keeping the airport safe. I've never actually been to the FCC agent jamboree, but I can't imagine there are as many FCC agents as there are cops. This means they probably have LOTS and LOTS to do....predicated on important stuff like the broadcasting sector, airports, maritime stuff, etc.
so I say kerchunk that machine, interject, talk to the gang. they seem like pretty solid folks. Hell, I'd like to have a beer with them some day and meet them one on one. Anybody that puts in that much work to be different has to be pretty cool.
As to the skywarn pukes and first responders that would spend 8 hours getting in the way chattering on their HT and urgently doing nothing 'protecting the collective from themselves' while the real men grab up chainsaws and ropes and get **** done....just turn on your LED wig wags on your super duper SUV and admire those pretty ligts and all your antennas. 435 ain't for you, but the local parade sure as hell is! you could be the guest clown! perhaps you could chirp up that federal signal siren that's hidden under the hood so as to be "real cool".
I know, I know, Jesse Jackson is on his way to protest on my lawn. What's new?

For those of you who hate 435, you got what you wanted. The repeater owner KE6RRI bought the repeater 2 years ago and drove into the ground with her rules, double standards and menopausal meltdowns. She has driven the users away and now there are about 6 unemployed drug addicted people left on that repeater. One of which illegally broadcasts poetry. As a matter of fact, the automatic call sign ID that goes off every 10 minuets generates more traffic than the remaining users.
