Talking New at this type of thing.

I have heard of programs for slow scan tv signals from the ISS or other satellites, is there a software program for police scanners to receive and decode these?

Google is your friend. Search for scanner satellite and see what comes up!

For example, here's something you can try with one of those nifty $15 RTL dongles, a bunch of free software and lots of swearing and fiddling: RTL-SDR Tutorial: Receiving NOAA Weather Satellite Images -

The tutorial says it also works on scanners. I'm going to try this myself! Looks fun!

remember to receive the iss it has to be close
check amsat for real time of the iss
AMSAT - Satellite Tracking
could work.
