Help Programming Pro-96

I'm trying to download the information for Brevard County, Florida. I'm using Win96 and their link to Radio Reference. I downloaded all the info (talkgroups etc.) but when I go to upload to the scanner, it says I haven't selected a starting frequency or bank an di have no idea what to do from here. I thought this was a simple plug and play?

Any ideas?
