I see from the filename that the recording was made with ProScan. Since I make ProScan, I'll offer my 2 cents worth. The recording is saturated due to the audio into the sound card hot (strong).
You're using the "Mic" Input. If you have a "Line" input then use that otherwise if you only have a "Mic" input then attenuation is needed. Check the sound card options for an attenuation setting or a setting that changes the input from mic to line levels.
If there is not a setting then you have a few options as follows:
1) Buy a line level to mic level attenuator.
2) Build a 20 db attenuator pad made from two resistors. The resistors can be soldered in the audio cable using heat shrink and electrical tape. There are diagrams and resistor values online for attenuators pads. Use the unbalanced attenuator type.
3) For testing recording quality - turn down the volume of the scanner but then the scanner volume will be low.
