Need Help Programing BCT15

A buddie of mine bought a BCT15 bearcat trunk tracker 3 and im trying to figure out how to program this thing for him..now can anyone point me in the right direction..what software do I use for this..Only one I could find is BCTOOL its free ARC15 wants money... so if I got the right software how can I import..

I live in ontario Canada I wanted to put on YORK REGION EMS/FIRE I found this here
Scanner Frequencies: York Region Trunking System, York, Ontario now im not sure if this is right if so how do i import that to the radio please any help would be great I had no idea this would be so difficult

You'd be far better off posting a question in the Eastern Canada forum. Lots of folks there that can help
