Question RS Pro-197 programming w/ ARC500

I am trying to determine if I have properly programmed my RS Pro-197 for "Starcom 21" P25 system for ILL. I am not hearing anything from the sites I have entered. I posted a thread in the Radio Shack forum and was able to rule out a few things. I am trying to see if I might be too far away form the repeater sites to hear them, which was one possible answer to my problem, or if I have just programmed something wrong. I am using an outside antenna ( RS 20-176 ) and less than 50' of RG-58 coax. I asked a local 2-way radio technician and he told me I should be able to pick them up. Any suggestions on what to look for or try ? Thanks
