You are probably talking about the WyoLink system which is P25, but isn't most of Wyoming still on VHF/UHF? I dunno...anyway...
Would you mind linking the system you have programmed? I get this feeling of overkill from the way you have described what you have done and a little confused. WyoLink covers the entire state and just scanning from Cheyenne you wouldn't need ALL of the sites programmed in. (128 frequencies for only 12 TGs seems a little odd to me)
By the way, what you are calling talk systems is actually trunking systems (TRS for short).
Here is an illustrated help file for using WIN500 to program your scanner. It may give you some ideas also.
