LA County not populating.

I am having trouble getting the LA County database to populate into the Butel ARC-XT software. It will load other county giving me the database but will not load LA County. Does anyone know if there is an issue or a solution to this? I am trying to get DWP systems downloaded because the winds are taking out power everywhere here.
