You don't use the external address, You use the no-ip address to access your scanner.

Ok well there is something still wrong my no-ip address is ryanpedro.no-ip.org I type that in and port 8086 into win 500 and will not connect. only way to connect is my external ip of 74.132. 167. and the port number then works fine until router changes ip.

Ok lets start over, in the router port forwarding page the IP Address should be 192.168.1.102,
now in the NO-IP app change it back to whats posted in this pic You posted, but put the check mark in the bottom box, enable system service, then restart it all, and then see if it works.

Ok did that restarted cpu tried to connect win 500 with no-ip and port number still unable to connect. But will connect still with external ip and port.

There is something that is being missed here, You shouldn't have to use your external IP Address.

Are you saying that you have Win500 server running on your home computer and you are trying to access it from your cell phone?

What phone are you using? At this time, the only Win500 client software available is for cell phones using Windows Mobile 5.0 or later for the OS.

Win500: PSR-500, PSR-600, PRO-106, PRO-197, PSR-310, PSR-410 Scanner Software for Data Management, Monitoring, and Control

I ran mine on the desktop and and used my laptop and mobile phone to connect while I was on the road worked like a charm. But if you are trying to use it from just the mobile alone like fxdscon said you will need a windows mobile phone to run it that way.

I am using a htc 6800 and have the program insalled but won't connect to the server.

Have you set up port forwarding on your home router for the server, and verified your external IP address?

Log into your router settings and enable port forwarding usally 192.168.1.1 and then port forward 80.
