I have been trying to reprogram my Pro 651 scanner and I have saved all of my talk groups into various scan list. I have enabled all of the scan list before uploading to the scanner. When I go to scan bnks 12,13,14 and 15 are flashing and the scanner says not enabled. I know there are talk groups in these scan list I did a factory reset on the scanner and it does the same thing. o I reloaded a previous file that I had and it works just fine. Is there a setting in the software somewhere that I am missing ? Has anyone else had this problem ?

Well load the first file, like you said you did and it worked. Then import to that file and save to a new name. See if that is working. Then delete each group you don't want, and save and load to the scanner, Its a round about way but it should work,
