ARC396Pro 1.050 beta and still can see some conventional systems from RR

I am using ARC396 Pro 1.050 Beta and trying to see the http://www.radioreference.com/module...me=RR&aid=1906
conventional information on RR internet acess but it is not there.
Is this because the beta is using the old XML interface and not the XML1.1 web services yet? am I missing something?
Basically I want to navigate into importing the following XML result...
http://www.radioreference.com/apps/xml1.1/?scid=16082

These freqs import fine here, after selecting the County you can select this system in the 'Agencies in Counties' list.
