kc0jar, looking at the system frequencies, & knowing the location, I'm guessing that possibly it should be programmed as a splinter system instead of a standard Type II. It's on the US-Mexico border, one of the triggers for a splinter, and the channel frequencies end in zeros. That's another, according to the manual. I'm too far from the international boundary myself to worry about those, but
San Diego is another, on the border, that I understand is a splinter & gives people fits.
If you are using UASD, as you mentioned, the file can be edited with Notepad to change system type without redoing it. I don't have a BCT-15, but do have a 996, so should be similar.
