Default Win 96 - Nascar Frequency Problems

I am using Win96 to program my 96 for an upcoming Nascar race. I enter the frequency and then the pl# and as soon as I hit the enter key the pl# that I enter disappears and another number shows up. I went to Win96 help and it says that "If you enter an invalid CT frequency or DC code, Win96 will adjust your entry to a valid setting." The problem is that I am entering a pl that is listed on all the major scanner sites so it should be valid.

This what I enter:
Race Control 461.20000 FM 432 D A

This is what happens:
Race Control 461.20000 FM 254.1 D A

Hopefully somebody can give me some advice...thanks in advance for your help!

Make sure your tone is set for DC and not CT.
