By manually importing, do you mean by manually entering from the keypad or manually importing from software?
If from the keypad you can use the Uniden Software to enter the info and load it into the scanner.
If from the software, you can use the import files from Radio Reference database(you have to subscribe), using Butel software utilizing the import feature.
It would also help to know what files you need. Someone from your are/state may already have one programmed for your area that they may help you with.
