I assume that you're speaking of the *12 to lock or unlock system 12, for example - sadly, the current gen of Unidens does not preserve this setting, which itself is independent from the lockout provided by the L/O button.
I believe this is because when you upload, it erases previous systems first, and as such, the scanner acts as though you just entered all of those systems and defaults them all on.
I find that this is a severe shortcoming in the Unidens, and though I love my 396, I'm SICK AND TIRED of uploading my 70-system backup file and then having to lock out 65 of the systems to scan locally. 65 * 3 keys per lockout = 2-3 minutes and one pair of very sore thumbs attached to one perturbed scanner operator. FIX IT UNIDEN, especially the silly 'double lockout' feature/bug.
