Make sure the proper COM port is set in the software. To check the port open Windows Device manager plug in the cable and under ports check the COM Port setting.
One other thing you need the driver for the cable you bought from Radio Shack not one from Uniden.

The USB software at the Uniden site is only for use with the Uniden USB-1 cable. Remove the Uniden software and make sure that the RS software is installed. Then you'll need to determine what Comm Port the USB adapter is configured as. After that, you can configure FreeScan to work with the 996T.

When using Freescan, it is important to make sure that the connection speed of the scanner and the software match. Otherwise you won't be able to connect.

After fooling around with Freescan and not being able to connect to my BCT15, I realized that there are two versions. I was using the one for the hand helds! Anyway, I downloaded the 996/15 version and installed it. It worked fine, but I'm not using a USB to serial adapter so I can't duplicate your set up exactly.

Using Comm 1, I found that as long as I matched the Baud rate between the program and the scanner it worked fine.

Have you tried downloading BCTool and seeing if that works?

If the COM port doesn't show, then it means its either in use or there is something wrong with the driver installation. I would try to load Hyperterminal and see if it can detect COM11.

System(s) must be set to "Lockout" then if it is saying 'Nothing to Scan". Or if you have SQK's assigned to all systems you have them all disabled.

There's a fair amount to learn with the new Uniden scanners. It takes a while to get comfortable enough with them to really wring out the maximum level of performance. As you get more familiar with the capabilities of the scanners and the various software packages, you're going to come up with more things you want to do.

Take your time and enjoy the experience. Once you get used to the new memory structure and the features, you'll find it almost painful to deal with the limitations of traditional scanners.

You should check the system quick key manager, goto Edit-System Quick Key Enable. If none of the boxes are checked then the scanner would do that.
