Thumbs down ARC996PRO Problems

I have used the ARC996PRO to download Bell Fleetnet Zone 1 OPP to the BCD996T scanner.I checked in the scanner menu after downloading to find that the Spacing and Offset are not right according to the Custom Frequency Table.The spacing was 05.0 and the offset read 380 in all three sections as listed on the Custom Frequency Table for Bell Fleetnet Zone 1.This same problem occurred on 2 scanners.I went in and manually entered the correct settings.Is there a problem with the software or the file that is downloaded from Radioreference ? I used ARC396Pro with a BCD396T and had no problems at all.
