Supposedly yes, however....
Personally speaking I'd cancel the order or get a refund. You didn't say which scanner you were using, but in most cases, there are far and away better choices, and a few (not many) are freeware. Click on the link below for more information...

I have ScanCat Lite Plus, Win97 and ARC250.
If it were not for the ability to share files between scanners, ScanCat Lite Plus would have been deleted long ago. It can be a real PITA.
There have been many improvements in it, but I have not become a believer yet. I have too many hours wasted on it to be very trusting.

If you insist - get on the Scancat Yahoo group and see if you can't arrange an upgrade. You are entitled to one if you bought that software within a period of time (I think it's 6 months, but don't hold me to that...). There is a hook in Vista for some software; you need to install and/or run it 'as administrator'. I don't know if that would help or not, but it is worth trying.
Win96 and Win97 are so much better....I guess you're a glutton for punishment, hi 73s Mike

ScanCat works with nothing IMO. Pure crap.
I agree with the 2nd poster: If its not too late cancel the order.

I absolutely agree with this poster. I have posted a report on the MAJOR MALFUNCTIONS when using SCL with a PRO-97. Lou Maag has also done a report on problems with a PRO-96. Since WIN96 & WIN97 are available, you have a choice.

You know I've been into radio monitoring for quite a few years. From LW & HF up to the new digital scanners.
In all those years I can't remember EVER hearing anything good about the Scancat line of software. One would think they would do a redesign & maybe even rename it after all the negative things said about it.
But nope. Even today it's still trashed by anyone who looks at it. I mean man...everybody can't be wrong !

Y'know, it's a real shame. If Scancrap Heavy Less were to properly support all the radios it purports to, and use RR import rather than importing from an out-of-date database, it might easily fill a low-cost niche for programming software. Unfortunately the way Jim is pushing and developing it, it just doesn't cut the mustard.
The real issue is that it's been marketed to RS, and many well-meaning sales folks have caused much confusion and grief because they didn't understand what they were doing, or why. My sig line says it all....73 Mike

I agree. We must wonder if he is making ANY money from this. I wonder if he'd be willing to sell it to a developer like myself (or hire a programmer or something) so the problems can be fixed and the radio community better served.
