So your wanting to use a NMO mount but the RS scanner whip? Try one of these and take out the plain whip and grind down the scanner whip at the bottom to fit. but i don't thing the antenna would be strong enought to hold up. or you might drill the hole bigger to accommodate the RS whip. I have the 2nd one listed here.

I would just get a better higher quality scanner antenna such as:
