Stationary antenna

Hey all, I have a question to ask. How can I make a stationary antenna for use with a base type 2 meter or dual band setup?

I would be using a mobile 2 meter or dual band with a DC power supply, and am looking to use an existing TV antenna tower to mount it on, since it wont be used due to having a dish.
