I'm not sure what you're asking, but I do know this:

I don't know why you would want to cover it with anything but paint won't hurt it. Krylon or Rust Oleum seems it would stick but I'm not sure about a polished surface. Try it, you can always get it off with a bit of fine Scotch Brite. Shrink tubing doesn't seem like a good idea, you have two widely differing diameters there and it won't cover completely, plenty of opportunity for moisture ingress.

Somehow that's not a name I would choose, if anyone asked what kind of antenna that was I'd say a Wilson and leave it at that. (;->)
