Help Me Choose My Antenna

Hi there, I need an mirror mount antenna for a mobile installation. I listen to CHP, Riverside PD and Rialto/Fontana mainly. I know these are all different ranges. I normally have no problem hearing Riverside with my current setup but frequently get a lot of static with CHP (low band) and Rialto/Fontana (trunked). Please give me your suggestions on what you think I can buy to bring all these signals to a happy medium, thankyou everyone in advance!!

PS. I drive an 18 wheeler and a roof mount will not work.

The last time I ran a mobile I used an everhardt scanner antenna. Did very well and I still think they are among the best when it comes to cb antennas.
