The best performance on a budget would be the Hustler G6 UHF series fiberglass.
I have installed them for many VFDs around the state and they hold up and perform for MANY years.
the Hutler G64502 456-464 runs about $150

If you have deeper pockets, the Hustler "spirit" series UHF fiberglass antennas start at about $370

The DB-408 dipoles are also an excellent UHF antenna and will run about $500

I tend to agree that Decibel Products make very good antennas. It is too difficult to answer your question about coax without a lot more specific information.

With that said, and not to sound negative, but if you have to ask these questions you should not be considering building a repeater.

Agree with stacked folded dipole. The radiation patern is horizontal ( you can even have it downtilt )
I built some myself and believe me this is a very good price
