Antenna for basement apartment

This has probably been asked before but can anyone suggest an antenna for a basement apartment. I have a psr-500 and I use the RS 800mhz antenna and sometimes switch to the RH77CA. Where I will be living, in the basement apartment, there is houses and buildings around that might make a difference in reception when it comes to monitoring Illinois State PD Dist 15 and Dist 2 which is on digital or am I wrong.

If you are in a basement and below ground level there is not much that can help you other than getting an antenna outside or in an attic and higher up in the air.
