After some diligent questioning of my brother regarding the AntennaCraft ST2 and the proper positioning of the elements called "LEGS", he received a reply from AntennaCraft support.
The final answer regarding the proper position is...
"For this product, both parts should away/perpendicular from the boom."
The ST2 manual states...
"Position the legs on the smaller front elements outward, so they line up with the elements under them."

My brother has them deployed properly IMAGE 1
I failed to deploy the "LEGS" on my ST2 in IMAGE 2.
The photo posted in another message has them improperly deployed in IMAGE 3.
I believe that my non deployment is the cause of my not receiving fairly nearby 460 Mhz transmissions that I do receive with my Diamond RH77CA and Watson W-881 antennas inside my home.
It's gonna be a real pain to get back up on the roof and bring the antenna down in order to fix this issue. Just got to get some help and get it done.
And on another note, within the messages that my brother received from AntennaCraft support leads me to believe that there is a NEW version of the ST2 coming in the future! Here's their statement...
"We are revising the ST2 when the current supply is used up, because of the transformer change and double insulator back-up change."
