Hello I am going to build a 2m j pole today and was wondering do I buiild it for the center of the band of do it more specific where I will be talkiing?????

The bandwidth on the j-pole is wide enough you could put it in the center of the band and be ok.
If you rarely move off a frequency then put it where you talk all the time, just make sure it is still ok over the rest of the band. (just in case you did want to move)
