You may want to read the IL forum for specifics about monitoring Chicago; You are way, way past the radio horizon for picking up any communications, plus the frequencies of interest most likely are in use much closer to you location. The laws of physics are not on your side.

Another poster suggested having a location in Chicago with a high speed internet connection whre you could locate a scanner and stream audio over the internet.
