There are several software packages for ham radio...

There are several software packages for ham radio digital modes that can also decode CW via sound card audio.
The only ones that I know of off hand that are free are fldigi, hamscope and multipsk....

32.100 may also still be used by Bell Helicopter in Fort Worth. I lived a few miles from there and heard them do radio checks a few times.

Yes, 150.0 Hz is the standard tone in military radios.
