Daylight Savings Time

I noticed today quite a few stations are an hour off does this mean that some countries don't recognize DST they will now be an hour off schedule or am I just confused and don't have a clue what I am talking about. Anyone have any insight on this?

Wait! Nvm I moved the UTC time on my clock but it doesnt move.... It stays the same on DST Mods please delete this thread or leave it up and have me look dumb forever lol!

UTC is UTC - it's the same time all round the world! WWV/H doesn't have daylight savings time - that's purely a local thing - that's why we report times in UTC - then I don't have to remember some funny time/day differences and have to know if you're on Standard time or Daylight Saving when you say you're hearing Radio Thingymajig at just before breakfast time!
