Question Unidentified data signal on 13560 kHz

Does anyone know what this is? I only hear it on 13560, so I doubt if it's just RFI. The MP3 in the link below starts out with the audio in AM mode for 10 seconds; I then switched to USB for another 10 seconds. There's no fading, so I suppose it's from a local source, especially because it comes in at S-9. Right now at 03:43 UTC it's still on the air and has been for at least 30 minutes, but it's not consistent, as most of the day there's nothing on the frequency at all. Does anyone else hear something like this on that frequency at their location?
