I see that the state of Nebraska has received a license for a VHF-High band Project 25 TRS, located near the city of Oshkosh, which is in Garden County.

Great find!

I looked at the map and noticed this site is rather close to the state Bridgeport tower, so this assignment might have something to do with the State Patrol or InterOp/Mutual Aid.

I noticed the mobiles are licensed out of site 1, Lincoln, so I'll plug those frequencies in and see if I get any hits and can ID it. More to follow if I figure something out.

That is the first license for the New P25 Trunked system that the state is putting in for th NSP and NDOR. You sould start seeing more license's like this one as they just starting the system.

Motorola was awarded the project.

sweet! i guess ill finally be able to take that 47 inch low band antenna off my car. any guess as to how long it will be before the system starts getting used??

When does the state of Nebraska plan on having this system online? I see that the official name for it is the "Nebraska Land Mobile Radio System." Moreover, since this will be a VHF-High band Project 25 TRS, these radio towers should have some very good coverage patterns.

My bet is early 2010, they are supposed to be working on it now. Here is a link with good correct information.

This has been discussed here.

For coverage that is thought to supply good coverage, but it will be interesting to see what the VHF noise floor is like in Omaha and Lincoln.

Well here's the kicker, I can pick up the WYOLINK towers east of Bridgeport, some of the freqs. they use will overlap. I can see a problem here, just as Wy uses the same freqs as Harrison P25 . On another note Scottsbluff is dropping the 800 P25 to go VHF, more WY problems & the Torrington Wy tower is not on line yet. If Neb starts going on line near South Dakota there could be some more issues. At this end of the state hearing a tower 100 miles away is not a problem, for example, 1/2 mile north of the NSP dispatch in Scottsbluff I can pick up the Sherman Hill tower (east of Laramie Wy) check it out on a map, scanning here is great!!

There should be enough frequencies to fill in the west and north without reusing frequencies from SD or WY.

Incase you haven't read the radio requirements for the system here is a section from that:

b. Mobile Radios
The Bidder shall provide details regarding tiers of equipment offered. The following descriptions serve as a guide for Bidder subscriber equipment offerings.

Low Tier will offer standard features (ex. Push to Talk, on/off switch w/volume control, 16 channel selector switch, emergency button, industry standard data interface, the ability to monitor channel, and the ability for the mobile unit to operate on a battery system separate from the vehicle’s ignition system) and be capable of 32 channels/talk groups. This unit shall allow for all features in a self-contained housing. Provide for antenna connections and include a 0 dB and 3 dB high gain antenna option. This radio shall be digital capable.

Mid Tier will have all of Low Tier features and will offer a mobile unit capable of 255 channels/talk groups, Automatic Vehicle Location (AVL) capabilities, Global Positioning System (GPS) capabilities, and Telephone Interconnect capability with limited pre-programmed dialing. It shall also offer remote front mount control display head separate from the transceiver housing. It shall support encryption key capabilities.

High Tier will have all of Mid Tier features and will offer a mobile unit that has an alphanumeric keypad that supports telephone interconnect and DTMF. The keypad shall be a typical 16-button type to achieve full DTMF capabilities. Display of system “page-calls” and Private unit-to-unit calling. Shall also provide for a weatherproof microphone.

All subscriber equipment made available under this contract shall be FCC type accepted at the time of the proposal submission.

All subscriber equipment shall meet or exceed Mil Spec 810C, D and E for low pressure, high temperature, low temperature, shock, humidity, salt fog, and vibration.

All subscriber equipment shall have the ability to place group, individual, dispatch, system-wide, network-wide and emergency calls.

The following are the minimum specifications that shall be met. The Bidder may propose applicable specifications under each category.

The mobile radio will operate on the RF/IT Core VHF P25 trunked system. The State envisions the mobile radio will operate on other VHF P25 systems outside the bounded coverage areas as described in the coverage requirements section. The Bidder is required to detail all tiers of mobile subscriber equipment proposed, and the P25 functionality native to the RF/IT Core. The State anticipates coordinating with other VHF system owners in anticipation of operating on their system.

The mobile radio installation configuration is relevant to the coverage of the system. The Bidder shall describe all relevant assumptions regarding the mobile radio installation and associated antenna, feed line, and mounting. P25 trunked operation on the RF/IT Core is assumed.

The Bidder shall detail the following:

i. Tiers of mobile radios offered and features
ii. Applicable MIL Spec 810
iii. Encryption supported
iv. P25 functions
a) Native to RF/IT Core
b) Mandatory P25 SoR functions
c) Standard Options and other value-added features
v. User accessories optional
vi. Text messaging functions
vii. GPS capability, including tracking of radio disabled through system
viii. Mobile-to-mobile communications (in-band)
ix. Mobile-to-portable communications (in-band)
x. Ability to channel steer mobile radio through VR from portable radio

The Bidder shall detail how the system will support these functions, including equipment and software applications that are required. Describe how the user location information using GPS capability would appear at the dispatcher console.

As I stopped in North Platte yesterday to get a bite to eat, I noticed a NSP Cruiser parked at Runza near Wal-Mart, it appeared to have a shiny new Maxrad VHF-Hi chrome nut style 1/4 wave VHF whip mounted on top near the 2, 11m CB 1/4 wave antennas, along with the mighty low band whip on the side.

Does it appear the state has got the NLMRS mobiles installed out in the panhandle?

Sorry I don't have pictures and no scanner on hand either to plug in the new frequencies to hear for a control channel.

Can any of our fine folks out west can confirm this?

We use an 800 mhz P25 digital statewide trunking system down here. Each tower site has about six frequencies it uses. Im sure anyone that lives on the south end of the state can pick up a tower or two that we use if you have a digital scanner.Anyways when NSP finally switches over does it look like they will have a trunked system or will they need to switch channels as they move from one area to the next? Our smartzone system down here(like the ORION system up there) changes towers as we move across the area, picking the strongest signal the radio receives.

I would assume NSP would operate over the a trunked system and use the same platform as ORION, KHP and State of Colorado DTRS. I know that the Colorado system operates over Motorola smartzone platform as well. My brother was a Captain for the Greater Brighton (Colo) Fire District, had a portable and made an I-Call to another Captain while he was sitting in Julesburg, Co., over 160 miles northeast of Brighton, and was able to hear fire traffic as well.

But roaming from one tower to another largely depends on how the repeaters are configured. You may be able to use your portable, say in town "a" but cannot use it in town "b", even though the system's frequencies are programmed into the portable are the same in both towns, that portable's talkgroup may be assigned to town "a" repeater but not into town "b" repeater. However the dispatcher can reconfigure a radio to "roam" to a tower not assigned to the radio, for instance during an MCI, interagency events, etc.

Sounds like KHP is an open system, where you can go most anywhere in Kansas and still use your radio.

well our radios are set to open and work off any tower,yes. The county I live in just jumped on the system and their radios on certain talkgroups will only operate off of the towers one county over. They have a couple different talkgroups however that DO work statewide on any tower. I was just looking at Nebraskas "plan" on one of the eralier posts. Noticed only one frequency listed for the area I used to live in. I guess its all still in the planning stages though. Thanks for the info and take care.
