There are many USA Part 90 FCC certified radios that are FPP (as part of their Cert). Part 90 has no bearing as to the radio is FPP.
In theory you're right. But FPP is not generally promoted, nor is it mentioned in catalog
listings for Motorola, just to name one. To my way of thinking, FPP in a Part 90 radio is
something of a hidden advantage if you, first, know about it and, second, can get someone
to flash it into your radio. One good reason that it exists (there may be others) is
that the US Forest Service, which is not Part 90, requires it on their radios. Also, if you're
a PS FCC-regulated agency you're not permitted to have FPP in your radio.
I run two APX7500s, one at home and one in the car, plus an APX7000, and they all have
FPP which saves me from having to mess with the APX's Godawful CPS unless I need to
add something odd, like a new scanlist or something else that FPP doesn't do.
