Brown County was just granted a license for 3 800MHz conventional frequencies using Nexedge mode. I don't know what they are for, but it COULD be the jail.

WQQR712 Brown, County of:
851.17500 R unknown use (Nexedge)
852.07500 R unknown use (Nexedge)
852.72500 R unknown use (Nexedge)

You sure they are Nexedge - I think the emission code for Nexedge starts with a 4, whereas these are 8 which should be P25 Digital

These frequencies use the following modes:
8K30F1D 12.5 kHz data NXDN (IDAS, NEXEDGE)
8K30F1E 12.5 kHz voice NXDN (IDAS, NEXEDGE)

P25 modes, start with 8K00, or 8K10, and yes there ara also Nexedge modes that start with 4.

But they are licensed for both designators P25 and NXDN

8K30F1E - 12.5 kHz voice NXDN (Wide IDAS, NEXEDGE)
8K30F1W - P25 Phase I C4FM hybridized voice and data applications (most commonly seen on trunked licenses)

Emission Designators

Once the Frequencies are in use it would be easier to see what they are using.
