I want to replace my BC 250d for a new unit to monitor Philly,NJSP,Mont,Del co. Would a 396xt be ok or would the PSR 800 be better?

396 would work for now, but not in a few years. I would go for the 800 that way you never lose philly when they go to phase 2.

and if your indeed looking to get a radio for the philly TRS
id advise the gre 800...get one soon as the prices have jumped
about 250 to 300 dollars in the last 2-3 months.
