I remember seeing something that the Pierce County Transit system was going to be used for emergency services in the far south sound. It makes mention of being expanded to Seattle "to replace old equipment," so we'll see.
Looks like it's a P25 Phase 2, but since the 396XT can't do Phase 2, I really can't say anything.

Update on the South Sound 9-1-1 network. It's Phase 1 (not Phase 2 as previously thought). I can (barely) get a control signal on 774.70625.
This is why I submitted a recent change to the database.
You are probably just in a bad spot. I'm submitting another update for the frequencies and sites.

774.70625 is West Seattle which I am barely getting, and I imagine that they'll replace them county by county and integrate it into the radio network. Like what they did in Kansas City.
Oh please cite your sources about how it will be done locally.
This was just speculation. I am not sure how they'll do it here, but that's a wild guess.
