In part from the Hopewell Police 2012 Annual Report (Published April 2013)... Info from Page 7.

Citywide Communication System Project
o Purchase “safety net” communications equipment – 3 MIP consolettes – in case of existing system
failure.
o Complete FCC mandated radio rebanding project.
o Maintaining working relationship with the Capital Region Radio Group via Chesterfield County
radio Shop.
o Continue to work with Altaris and Chesterfield Co. Radio Shop, and all City stakeholders to plan
and prepare for the next generation Radio system in 2015/16.

From the wording of this I wouldn't doubt the Capital Regional Radio System (Richmond, Henrico, Chesterfield, Colonial Heights) would be on a new radio system at that time with Hopewell joining them.

No mention of rebanding in the 2013 report but I am willing to bet it will happen this year as I have seen with several other systems.
