Orange County Fire Lockbox?

I heard a Monroe FD unit calling out today asking for the county to activate their lock box (which apparently didn't work) and an alarm going off in the background. Shortly after there were DTMF tones.

What are they and what do they do?

Its the box located inside the apparatus that holds the key that opens the boxes on the side of buildings that contain all the keys to the units also known as a Knox box.
