Spectrum Applications Modernization - Spectrum Management and Telecommunications

The above is a FAQ page for "Spectrum Applications Modernization" which is a project Industry Canada (the custodian of radio spectrum in Canada) is undertaking. They are replacing their in-house records management system for spectrum licensing with a commercial off the shelf product called "SPECTRA Enterprise" by LS telcom.

One might hope that the records will have more data available to the public in the future, in a similar vein to the FCC lookup (categorizing licenses by commercial/public safety/other, conventional/trunk, etc).

It would appear that the first groups to be migrated to the new system will be microwave (>960MHz) licensees. From the "presentation" linked below, it looks like land mobile radio will be migrated in phase 2, in late 2014 to mid 2015.

Of interest to RR users who look up radio information using Industry Canada search engines or static data files is the last question in the FAQ:

I hear that the monthly Technical and Administrative Frequency List (TAFL) information on the Web will be discontinued. Is that correct?
Industry Canada has an obligation to make the licensing information available to the public. The TAFL provided a full list of all disclosed frequencies. For now, the TAFL will continue for frequencies that are out of scope for this launch. The new system will allow you to search for individual frequencies within the scope of this launch. It should be feasible for clients who want the complete list in order to set up a program to search in a repetitive fashion and build the list themselves. The TAFL was always published a month behind the current status. The new search function will be more accurate because the data will be current.

If I get more info I will post it where/when I can. I posted the announcement here because it has pertinence to all parts of Canada, and cross-posting in multiple forums is prohibited.

So in other words it sounds like, we will no longer make the monthly .txt dumps available on our site, instead feel free to DDOS our search feature with thousands upon thousands of automated requests in order to build your own list.

Also, thanks for posting that Jay. As somebody who uses that at least weekly, it's good info.

I have done many an intensive search on Spectrum Direct without much problems. I have searched for every frequency licensed in a 500km radius around Calgary and the only grief I got was that I had to break up my search into chunks of spectrum (i.e. 0-25, 25-138, 138-160, etc) because I kept hitting the 60,000 record maximum. (I can remember when it was a 2,000 record maximum!)

I know I've said it before, but the textual TAFL downloadable data files are actually very sparse in useful information, with many fields truncated well before their max char length in the DB, and you only get certain fields that IC feels are necessary in the files. Besides the fact they are almost always a month out of date by the time you get them, that's the reason I tend to avoid using them.

I have no idea what SPECTRA Enterprise is like. It could be more robust, especially if other governments are using it for their spectrum RMS. To boot, if it supports truly automated queries (which SD doesn't appear to now), it could even allow RR to finally have license lookups on its Canadian pages like it does for the FCC in the US listings.

Some of the searches are non-functional right now; the data appears incomplete. (I did a frequency range search and got some results, but the descriptive location and licensee name fields are blank.)

Changes I've noticed from Spectrum Direct:

- the search pages allow you to specify different categories of records (point-to-point, point-to-multipoint, etc, as far as the microwave search is concerned).
- transmit and receive freqs are listed separately, instead of on the same line.
- latitude and longitude is specified in the search results as ddd:mm:ss. Leading zeros appear to be dropped, so what used to show up as 730502 now shows up as 73:5:2. In the search page for geographic areas, degrees/minutes/seconds are separated into six separate fields (and, like many other services these days, but for reasons I can't understand, longitude is now listed before latitude). (As an aside, I wish you could enter decimal degrees in these searches, and/or retrieve results in the same format!)
- there are scroll bars in the results, internal to the web page (i.e. not just the main page scroll bar itself).
- results are paginated (i.e. like threads here on the forum are paginated after 50 posts) with 10 records per page. I really dislike this idea, because I do a number of cut and paste activities regularly on large searches. Maybe I need to explore CSV results more (see below).
- you can request CSV download and/or PDF download instead of an online HTML display. CSV shows all the data in one file, of course, non-paginated etc. PDF appears to be an HTML4 table representation of the data without pagination.
- Some of the fields use unexpected formats, such as the lat/long as listed above. Frequency is listed in MHz but with commas (i.e. "2,211.25"). EDIT: Actually, this is a function of importing the CSV into Excel; they're saved as straight numbers.
- A number of the fields that are blank in the current data have their data represented elsewhere. Example: "Occupied Bandwidth" is shown as the first part of the "Class of Emission" (i.e. 6M00G7WDT). Frequency Record ID is blank, Tx Channel Capacity is blank; Rx Channel Capacity is also blank, as are a number of the antenna-specific fields. Licensee Name is, as I said before, empty, but the licensee name is appended to the Licensee Address (possibly in error).
- Results are limited (unknown to how many, though I got 47 pages/477 records at one point) in HTML. Unsure if the CSV and/or PDF results are similarly limited.
- The geographic breakdowns are now by province, not region. So you can request just Alberta, you don't have to take "Prairies, Northwest Territories, and Nunavut".
