Database flash error. Unable to click open states-counties

Anyone else have the same problem? I checked and I have the latest flash player, running IE11 Windows 7 64 bit.
Restarted the browser as well.

The states-counties do show up as they normally do, just can't click to open them. Using the ole drop down list still does work.

Its back working again fine as usual.

Just an FYI, I've noticed that happens when the URL starts with HTTPS. I drop the S and it works fine.
