I see a ton of low band antenna set up

Can you give use a location that you see all these antenna's ???
Can you tell use who has set up these antenna's ???

Each camp has a set of antennas. Around 4 or 5 tall whips. There is a camp at the exhibition grounds on niagara street in welland, also behind the new flatwater rowing centre on the recreation canal beside hwy 58. Ans also a camp on hwy 140 at ridge road in welland
Search between 30-50MHz looking for wideband signals. Unfortunately, they'll all be encrypted.
I had a feeling they would be all encrypted. I cant see canadian forces having wide open comms.
