First, make sure the frequency you put in is correct. The band plan programmed into your scanner indicates that 155.265 is not correct, and the nearest correct frequency is 155.2625. If 155.265 is correct, you will need to adjust the band plan settings in your scanner. You'll have to consult your manual; I don't have that scanner.

That is probably what he is referring to.

The 780 requires that you make any changes to the STEP before you program the frequency. For VHF-Hi, that is 7.5KHz (you can use 15KHz but then the splinter freqs will not go in). You then program the correct frequency and last the Alpha Tag.

It appears that the step is set for 12.5KHz

155.2650 is a legit frequency, commonly assigned to EMS. The correct frequencies below and above are as follows:
155.2500
155.2575
155.2650
155.2725
155.2800
