Florence Co, SC Digital Radio Upgrade'

The upgrades replace two older analog radios: the mobiles, which is located inside vehicles, and portables, those seen on the belts and shoulders of law enforcement, EMS and firefighters.

These new radios are a part of a major multi-million dollar project aimed at keeping both you and first responders safe.

$13,000,000 for a large county, mostly undeveloped and agricultural with a population of only 138k. And it'll be encrypted. I guess nobody spoke up there either.
Those cows better start pumping out a lot of milk, there's going to be a multi-million dollar upgrade in just several short years.

The news feature mentions nothing about encryption.

I don't know that it is going to big a big change for them, they are moving from a multi site analog 800 Smartnet trunking system to a multi site P-25 800 trunking system- which will be compatible with South Carolina's state P-25 network.

It is true, that article posted does not, however it had a link to this article on the same site which goes into detail about it even has an automatically playing video with an interview that talks about how you will no longer be able to listen on a scanner.
