I can't imagine this being legit. They site having windows XP machines running consoles? Upgrade them. Motorola radios system no longer supported? They are Phase 1 P25... I know a lot of county systems like that.

Sounds like a way to buy new gear for 911 under the 'project'.

Fishy... it smells Fishy.

SPLOST vote passes in Hall County

Unofficial numbers from the Hall County Elections Office indicated 5,419 voters cast ballots in Tuesday's election; that represents a turnout of just 6.5%. The SPLOST extension passed by a vote of 63.46% to 36.54%.

911 System Upgrade: $13,000,000

What isn't ENC works great. Understand upgrading PC's, but what else do they need? They hook up with USACoE, DNR, GSP, and Forsyth county.
Good Grief!

My question being, why didn't they upgrade the computer systems when the new system was in build out, and they already knew that WinXP was going to be replaced?
SPLOST is a cash cow that is blatantly used by the county politicians in the metro area for what 'they' think is necessary to maintain a voter base to keep them in office.
As a buddy of mine says: "A race to waste".

Why do they need a Phase II system? Their current one works quite well.
Again, 'The race to waste'.
Good Grief!

The Big M ... Strikes again in North Georgia. Same group that went crazy with Turbo. Same group that sold that POS Astro system to Barrow and the list goes on and on.

Why phase 2 because it's the newest "thang" the Sheriff and Fire Chief can play with. These guys have so many people snowed it's unreal and yet they keep writing 13 million dollor checks.

Attached is the bid package and addendums. Appears to be an upgrade of almost everything except subscriber units so it should stay Phase 1 for now:

2.2 Requested 800 MHz Communications Systems
The County requests vendor proposals to upgrade their 800 MHz system to the latest APCO Project 25 Phase 2 compliant simulcast digital technology. In order to provide a backbone network for this system an IP based microwave system will be required. Vendors should propose new network equipment at the existing tower sites, as required to meet or exceed the coverage currently achieved with the P25 Phase 1 system. Appendix B provides site and base station frequency information. There are no P25 Phase 2 subscriber radios for field use being requested. A limited number of P25 Phase 2 capable control stations are requested at the 9-1-1 Center. All existing UPS systems, generators, antenna combiners, and multicouplers and will be retained.

Also from addendum 2:

Q6: Section 4.8.5 g., Page 27
Is AES encryption an option or required in this RFP? Will Hall County accept ADP encryption?
A6: No encryption is specified to be equipped in the Control Stations. An Encryption on/off switch (option) would be of interest as capability should encryption be added in the future.
