My thoughts are that Silver Heights would be on some type of alternate control channel if they aren't on the primary. If it isn't on the alternates, then the database should have all the frequencies that Silver Heights was known to be using up until late August if you would like to browse through those for a control channel. I believe the state has been doing some repeater replacements and it is possible that they rotate out the control channel in order to replace it.
The only for sure way of knowing that a site is down is to check one of the neighbors with something like Pro96Com to see if it lists the site as down. It would be pretty detrimental for Douglas County if Silver Heights was 100% down as it provides a very significant amount of coverage for central and parts of the southern end.
