I've been trying to monitor the jail, and all i get is pager sound from their frequencies?
Are they on a trunked system.

The RR data base has three frequencies listed which are the correct ones listed
on the FCC license.
The license is for analog operation on these three repeaters so you should be
able to receive them unless they employ some type of encryption, or changed modes
without changing their current license..
TBD for your location doesn't help anyone assist with info
for your reception difficulties. Type of receiver, antenna, and location would perhaps
shed some light on your problem.
The three frequencies listed are: 851.050, 852.8875, and 853.500. Are these
the ones your trying to receive ?

I was at the mall, right next door to the jail. I have all three frequencies programmed.
I'm guessing they changed the mode of their system, without updating their fcc license?

This is very possible. It wouldn't be the first time that something like this has happened. If you can research this system further in open mode, it might yield some results that could shed some light on what type of new system they have installed.

A discriminator tap or SDR would allow you to determine what the signal is by using DSDPlus.
