Great article published in 1942 by Joseph A. Poli about a study in to the then new development of two way police communications up to that point (1942) from itr's early 30's beginning in America. Pay special attention to pages 196 & 197. There he describes how regional centers should exist and cites some California agencies that are regionalized (from the beginning and still are here in 2014) and how local agencies He dubbed it, "Present day tendency towards duplication" and how "The feeling of local nationlism which drives local police departments the equipment necessary to assure independance from adjacent police units which may have dire consequences on police communications"
