Why does Monroe County use UHF?

With the terrain I'd expect them to use VHF.

Is there too much VHF traffic in neighboring counties?

What's their reasoning?

That could be a loaded question as there are many possible answers. The best guesses I have are as you suggested a lack of available VHF High frequencies or that when the county upgraded from low band UHF was their best choice. I'm not familiar with the politics of Monroe County but that's the best guesses I can come up with.

EMS is on VHF and the rest is on UHF. When the Fire and PD systems were upgraded in the mid 90's, there was a lack of VHF frequencies for the system they were trying to build.

know the FCC did have lack of VHF frequencies available, numerous stations down in the Lehigh Valley went UHF route for private communications.

Still kinda surprised they went repeated with the EMS or were approved to on the frequency 155.400 at least
